As part of program on U.S. foreign policy and international security, the Institute of North American Studies Foundation in Barcelona (IEN) launches the USA & EU Barcelona Meeting as an annual program of conferences that will provide expert vision, reflection and greater details on transatlantic relations in terms of politics, the environment, technology, research and investigation, culture, history and society.
Each year a topical theme relevant to US-EU relations will be chosen.
2023: The Geopolitics of Energy after Ukraine
The war in Ukraine has had a profound impact on the geopolitics of energy. But what will be the longer-term effects, especially for the future political and economic relationship between Europe and the United States, as well as for the energy sector more generally? With so much uncertainty due to the ongoing war, which shows no immediate sign of ending, it is a challenge to provide reliable answers to this question. However, it is possible to offer an informed perspective on these matters by bringing together experts who can address its component parts.
This workshop will assemble two panels consisting of EU policymakers and international experts. The first panel will discuss the ways in which the status quo has been altered since February 24, 2022. How differently do we now think about the geopolitics of energy? What has changed, what has remained the same, and what sort of developments should we anticipate before some type of peace deal emerges? The second panel will look to the future. Is there any going back to the February 23, 2022 status quo? To what extent will the European demand for Russian energy return to what it once was? And what are the alternatives?

The Impact of Russia’s War on the Energy Sector in the EU and US
This panel will address the extent to which the geopolitics of energy has changed since 24 February 2022. In particular, it will provide an overview of European and American responses to the large-scale Russian invasion, Russia’s use of its energy ‘weapon’, how the energy sector has responded, the consequences for the economies and populations of Europe and the United States, as well as the second and third order effects outside the Transatlantic area.

This panel will look to the future and address the longer-term implications for global geopolitics and the energy sector. To what extent would a post-war revival of EU-Russia energy ties differ from the pre-war ties? How will the recent experience of becoming more independent from Russian energy affect future EU and US energy policies, especially with respect to the diversification of supply, energy efficiency measures, and emphasizing renewables and green energy?
