Summary

Much of the focus in public policy is on policy making.  Yet, policy is only effective if it is delivered.  The aim of  this module is understand why some policies are delivered effectively and others are not.  The focus of this module is two-fold. First, it examines how the nature of government has changed so that the traditional model of centralised authority and bureaucracy are no longer the key tools in terms of policy delivery. The module examines how new forms of governance have fragmented policy making and delivery and how this has led to need for new tools in order to deliver policy.  Secondly, the module looks at why policies so often fail and what factors lead to policy failure or policy success.  Finally, students will develop their own case studies looking at how a policy was designed, how it was implemented and what factors led to its success or failure.
