RESUMEN
Since its first publication in 2003 the Bertelsmann Transformation Index (BTI) has established itself as a useful tool of analysis for processes of political transformation and the quality of governance. It has a number of substantial comparative advantages. The presentation of the BTI 2008 will focus on the methodological basis, the achievements and principal assets of the Index (like explicitness, transparency, adequate definition of ‘democracy’, separate indices for economic achievements and for the quality of political management) and on its conceptual and methodological problems.
