The Tallinn Manual on the International Law Applicable to Cyber Warfare is the result of a 3-year research project hosted by the NATO Cooperative Cyber Defence Centre of Excellence, the goal of which was to assess how existing international law applies to cyber conflicts and cyber warfare. Directed by Professor Michael N Schmitt from the United States Naval War College, it primarily examines the implications of the jus ad bellum, the international law governing the resort to force by States as an instrument of their national policy, and international humanitarian law in the context of this new type of warfare, which is predicted by many to form a part of every future conflict. Although not a reflection of the official positions of any State or organisation, the Tallinn Manual is expected to significantly influence the policy and doctrine of governments in this area.
