Development policy is one of the central pillars of the EU’s external action, alongside foreign, security, and trade policies. The European Union – institutions and member states together – accounts for the largest share of total official development assistance (ODA) in the world. This course will focus of the EU’s policy towards developing countries in Africa, Asia and the Caribbean and provide an overview of both historical as well as the current features of the EU’s development cooperation. We will, in particular, look at EU’s actions stemming from the 2017 European Consensus for Development and its 5 priority areas – people, planet, prosperity, peace and partnership – and how it is connected with the United Nation’s Sustainable Development Goals. We will also examine the functioning of the main financial instruments tied to the EU’s ODA, and explore in-depth cases of EU cooperation in the developing world.
